Omar Payán is an engineer in ecology from the Faculty of Zootechnics and Ecology of the Autonomous University of Chihuahua, having graduated in 2000. He holds a Master's degree in Administration from the Faculty of Accounting and Administration, Universidad Autónoma de Chihuahua.

He has almost 9 years of experience (2009 - 2017) as Head of the Weather Forecast Center of CONAGUA Local Direction Chihuahua. During that time he was responsible for the elaboration of regional forecasts, as well as dissemination to decision makers and media in the region, in addition to the responsibility of managing the network of meteorological stations of the National Water Commission.

He has taken training courses in Logan, Utah and Victoria in Canada focused on the operation and maintenance of weather stations. He currently has a space on the nightly radio program Imagen Chihuahua, where he shares the weather forecast and general news regarding weather events.
